City A has a bunch of money that it's made through the irritation and hoodwinking of it's citizens which, for the most part, are too engaged in their rat-race lives to fight these irrittaions. These irritations are made by a minority of the city who have the most cash. It's the tyranny of the rich, and the popupation is too heterogenous to reallly get along. No one really has an opportunity to air greievances, and life for the majority sucks balls. Now look at City B. The city has a bout 1/4th the population, yet almost about as much money. These people, for the most part, actually consult each other in unision in order to pass legislaiton that doesn't irritate it's neighbors. These people, due to being less congested by excess population and thus are literally given more room to breathe, they do things that do not get on other each other's nerves. There's more consulatation among those with cash, as well as less of a desparity of wealth among decision-makers. The happy populace + just as much money = less tyranny of the minority and greater benefit from it's decisions. I don't know about you, but I love living in a city where I can park for free after 5:45pm at ANY parking meter in the street AND would be able to survive comfortably on 35-40K a year.
